Harper was the capital of the separate Republic of Maryland before it merged into Liberia in 1857, so its streets carry a different settler story from Monrovia’s. It sits on the Cape Palmas peninsula in the far southeast of Liberia, where salt wind rattles zinc roofs and the surf is audible from many lanes. Getting here is the first decision. The coastal road is slow, dusty or churned to red mud, and tiring, but it is the cheapest and shows you the country.
