Plavi Horizonti sits on the Luštica Peninsula, between Tivat and Budva, tucked in a shallow bay that feels semi-sheltered from Montenegro’s usual chaos. For backpackers, it’s a trade-off: soft sand, clear, usually calm water, and a pine-fringed backdrop that feels almost lazy, but also more families, more plastic loungers, and cleanliness that swings from “pretty decent” to “who left this pile of cups?” depending on the month.
